The Importance of Information and Communication Technologies in Language Teaching

Information and Communication Technologies (ICT) is a medium or tools to perform activities such as processing, manipulation, management, and transfer / transfer information. Communication technology covers all matters relating to use of assistive devices to process and transfer data from one device to other. Therefore, the mastery of ICTs means the ability to understand and use ICT tools in general, including computers (Computer literate) and understand the information (Information literate). Tinio defines ICT as a set of tools that used to communicate and create, disseminate, store, and managing information. The technology include computers, internet, technology broadcasting (radio and television), and telephone. UNESCO (2004) defines that the ICT is the technology used to communicate and create, manage and distribute information. ICT is a general definition of computer, internet, telephone, television, radio, and audiovisual equipment.ICT is indispensable in learning in today’s era. With the principle of effective use of ICT and efficient, optimal, interesting, and stimulating creativity, ICT becomes one of learning media are widely used in various fields of education because it increases the effectiveness and efficiency in the learning process. The use of ICT in learning, among others, as a tutorial, exploration, application tools, and communication, while the application of ICT in education is a form of electronic books and e-learning.

In education world, particularly language, using of language is packaged in four aspects of language skills (listening, reading, speaking, and writing). The four aspects of language skills provide a foundation of learning from elementary to college. Each learner is empowered their competence to master the four aspects of it. A technology invented and developed for the human benefit. With a basic need of all the technology can be done in an effective and efficient. In fact, language users can utilize technology to improve their competence of language, both receptively and productively. The use of technology as a learning medium, it turns out, was able to improve language learning outcomes. For example, using of visual and audio audio-lingual has triumphed improve language learning outcomes (see Richards and Rogers, 1993). Such learning has been part of efforts to improve learning outcomes. The application of ICT gives more opportunities for communication between peer learners: they can exchange information in real time, they can participate in blog discussions, work in teams on different projects, exchange emails, search for information, etc. By using the authentic material provided by the Internet, we will have a better insight into the culture of the country and people whose language we study. The Internet also offers a wide variety of reference materials like online dictionaries, encyclopedias and search mechanisms very helpful for developing students` individual work. They can find alone the missing information, the meaning of new words, synonyms, antonyms or can communicate with the rest of the group online via e-mail or in any other ICT environment.

Application of ICT has the advantage of widespread availability of information, rapid, and precise, the ease in the learning process and support technologies to facilitate teaching and learning process. Application of ICT also has the distinctive advantage of not constrained by place and time. Government through the Ministry of National Education also has responded to the above circumstances and the information age by formulating policies to increase access, efficiency, effectiveness and quality of education and management education with ICT implementations. This is one factor that requires the development of ICT in education in Indonesia. In order for the quality of Indonesian human resources which is a product of education is getting better and can compete in a technology-based world.
